Susan at Chicken Spaghetti has done a lovely job with the 14th Carnival of Children's Literature. The carnival has a Fiesta theme, focusing especially on multicultural children's literature, although there are plenty of links (including mine) that aren't really related to the theme. Susan included links and information on Texas festivals and destinations for added color.
